Customs errors and liability: how far does the freight forwarder’s duty of care extend?

When importing goods, a freight forwarder is often engaged to handle customs declarations. In most cases, this process proceeds without issue. But what happens if the declaration turns out to be incorrect and Customs subsequently issues a recovery notice for additional duties? More importantly, who bears the financial risk in such a case?
